Praia Group Discrimination Task Team Meeting on Field-Testing Insights

Over the past months, nine national statistical offices – Belize, Burundi, Cabo Verde, Israel, Peru, Mozambique, Lesotho, Cote d’Ivoire and Uganda – have piloted the questionnaire in diverse cultural and linguistic contexts. During the session, you will hear directly from the statisticians who led these field-tests and learn about their experiences on the ground.
On May 6, 2025, from 9 a.m. to 10:30 a.m. EST, the Praia Group on Governance Statistics held a webinar on the advances and challenges in measuring discrimination, focusing on pilot tests implemented in various countries. The event, held via Zoom, was attended by more than 70 statistics professionals and featured intense chat interaction. The session was opened by Mr. Arturo Chumpitaz, from INEI Peru, co-chair of the Non-Discrimination Task Team, and followed with a presentation by Marie Laberge (UNDP consultant for Grupo Praia) on the main results of the tests carried out. Countries such as Israel, Belize, Cape Verde, Peru and Lesotho shared their experiences, highlighting the importance of contextualizing the issue of discrimination and the proper training of interviewers. The speakers also addressed methodological issues, such as the definition of discrimination and harassment, and challenges related to the collection of sensitive data. Next, Fatma Usheva, a consultant at the UNDP Global Policy Center for Governance, presented the general results of the tests, including data on perceptions and experiences of discrimination, frequency and forms of reporting, as well as cases of harassment and physical violence in the different contexts (countries) in which the tests were carried out. In the final part, Fiona Wllis-Nunez, from OHCHR, presented progress on the development of a guide for the use of administrative data in the production of statistics on discrimination, another output of the Task Team on Non-Discrimination. The event was closed by Arturo Chumpitaz, who gave brief words of thanks to all those present.
