MEASURING EQUALITY AND NON-DISCRIMINATION: CONNECTING THE DOTS ACROSS INTERNATIONAL INITIATIVES

UNSC side-event that the Praia Group co-hosted with UNDP, OHCHR and the OECD WISE Centre on 17 February 2025, to take stock of seminal efforts currently taking place at both global and European level to harmonize the measurement of non-discrimination and equality.

Lifting up groups left behind requires understanding existing obstacles and barriers. All around the world, people report experiencing discrimination in their lives, with rates as high as 45% in North America and 37% in Oceania and South America, and as low as 10% in Central and East Asia (according to the 2021 Llyod’s Register World Risks Poll). There are also indications that discrimination may have increased recently, but also greater awareness. For example, according to recent OECD research, in the EU self-reported discrimination rates rose from 15% in 2019 to 21% in 2023, coinciding with increased media and government attention on the issue. While this underscores the importance of measuring equality and anti-discrimination, several measurement challenges remain. The event takes stock of the progress accomplished in producing statistics on equality and anti-discrimination and highlight existing information gaps. It also explore ongoing international initiatives in this field that aim to harmonize measurement methodologies, and discuss capacity-building and co-creation solutions that national statistical offices can undertake with governments, researchers, civil society, community-based organizations and specific target groups.
